The simple present is used to talk about facts. The present continuous is used to talk about an ongoing action or situation. If you say, the Periyar Tiger Reserve sets an example, you are suggesting that the Periyar Tiger Reserve is an example for other tiger reserves at all times. Here we are drawing attention to a single incident. Hence, we use the present continuous. Were dwindling means that the numbers are not dwindling now.
