A clause is a group of words that contains a finite verb. A phrase is a group of words that does not contain a finite verb. However, it may contain a non-finite verb like an ing form, a to-infinitive or a past participle. A clause may also contain a non-finite verb in addition to a finite verb.

When the question asks you to check whether the given group of words is a clause or phrase, the first thing you need to do is to find out whether it contains a finite verb. A finite verb changes its form according to the number and person of the subject. Also, finite verbs have different forms in different tenses.
